      Senior Management (C-level) controls the budgets and makes poor choices on how to allocate IT's budget. Like hiring consultants to do work the team is capable of doing just as well...

      Mixed Bag - Awesome mixed with truly disfunctional

      Pros

      Some very good, smart people. Great potential if you are smart, nimble, and can produce for clients. Excellent benefits and facilities. Socially responsible mission. Some units run extremely well and foster employees (others not). If you are looking for a series of challenges and get in with the right program, you can do very well.

      Cons

      Former CEO was unstable and fostered a culture of paranoia and back stabbing. Quick to fire on a whim. Clueless strategy and myopic vision. Positions are all grant/contract funded (except central management), so no long-term security. If you are looking for security and stability, this is not your place.
