Sometimes you need to know someone to go up the ladder. This same reason affects your job if the person above you was picked thru friendship instead of knowledge and experience and can make your job more difficult or impossible.

Very bureaucratic. Must please Commissioners and Mayor with their demands on top of everything else you have to do, otherwise you get reprimanded. Understaffed and underfunded department (Parks). No room for advancement.
