Good benefits, some good people.

Cons

Highly political, competence is in short supply, poor management has led to widespread dysfunction. Elected officials pull all the strings, they operate on personal agendas rather than sound organizational principles. This place is a bureaucratic nightmare. If you are an educated and well qualified individual, stay far away from this place.
