Most employees are passionate and smart. Good pay and excellent benefits. Plenty of opportunities to do meaningful work if you can navigate bureaucracy and work through the paper-pushing.

Cons

Managers are unwilling to do the work to discipline poor performers due to the union environment. Central Office staff often drive change without fully understanding the impact on regional staff and the regulated community, which can be frustrating.
