Pros

Ensure that NiSource practiced what they preached. Corporate policy detailed the responsibilities for construction teams and engineers to follow regarding stop work authority. The main project stop authority concerned safety and environmental issues. Both areas had detailed protocols in place.

Cons

It's fine to have corporate protocols in place. However, these protocols are not followed. The overriding fact that making money at all costs was clearly evident. This results in down time and unplanned costs that are the result of work stoppages. The environmental issues are clearly a problem with this culture. The drive to install gas line is the main push. Even if the permits are not in place. The corporate position ignores these problems or try to turn these violations into a bogus root cause analysis which does little to abate the ongoing issues. The contractors push the engineers who in turn balk at the prospect of needing a required environmental permit. If anyone points out this problem they are quickly and quietly terminated. The belief that it is better to ask for forgiveness than permission. However, this approach falls short in a court of law.
