Focus is purely on creating an external perception of excellence when reality is quite the opposite. While there are many opportunities to advance, the positions are often given to the "climbers/self-promoters or sycophants" and not to the high performers. Generally poor to average (at best) performance on quality and service Union mindset runs the place - creates environment where mediocrity is not only acceptable, but also rationalized.
