The problem with the laid back atmosphere is that the overall system health was always an issue and the managers in charge of the systems had no clue as to what the problems were and how to track or monitor them. The help-desk is useless and is probably one of the biggest issues there. (Just ask any employee. They call it "The Helpless Desk".) The NOC needs leadership not some director type that never goes to visit the department. The most senior employees were always chosen over the more experienced folks with leadership quality. Management is definitely an issue there. Lets not forget about the below average salary's they pay for new employees and promoted individuals. The below the cost of living increases in pay are the worst.
