If you get the offer and don't join then they will send you a court notice to pay money. What kind of policy is this. Anyone who receives offer the HR will force you to sign the offer and send back. But don't do it. After releasing the offer it's all upto the employee to join or not. You can't thretend candidates for not joining. You guys are one of the worst company people I've ever met. Guys don't ever imagine taking even the interview in this company.
