Organization does not demonstrate employee value through career opportunities and growth. Staff often work at the next higher level (or beyond) for years before promotion or salary increase is given. Rules for promotion change frequently and is retrospective (is a moving target 'after the year has transpired'). There are many hoops to go through to get recognized for their actual achievements.
