provides services to citizens of Richland County

Cons

toxic environment: employees not valued, no communication, frivolous spending by Council but never on employees, pay raises for cost-of-living only and then every five years or less, inconsistent application of County procedures across depts., no support from management whatsoever. HR is obstructive. Race matters.
