Having been a person who worked for two departments at SamTrans, I agree with others here that an employee's experience can differ depending on the management. Management+work/team culture at SamTrans is really hit or miss.
I believe that it's essential for prospective employees to consider the management and team culture during interviews within their specific department before joining SamTrans. It might also be helpful to know how many years of experience your prospective supervisor has in supervising before taking a job.
