Technical decisions are made by non-technical people, who don't consult any of the engineers implementing the solutions. I have personally been blamed for outcomes I couldn't control due to decisions I didn't make. Everything is so red-taped that making the most simple code change needs going through too many loops. In order to make impact, it's a hard requirement to know how to speak and sell yourself extremely well. Technical skills are irrelevant. This also applies when raises and bonuses are given.
