Dedicated employees who care about what they do and keep the American public they serve in mind at all times.

Cons

Excessive incrementalism and old-school Taylorism-based management philosophy makes this bureaucracy slower than most to change in any real way. Millions are spent on change and improvement planning and R&D efforts only to see the products of those efforts sit on a shelf and collect dust.
