Pros

The people are allowed to use good sense and a courteous approach to their work. Supervisors work well with the officers and do their best to keep issues to a minimum.

Cons

Middle management is often misinformed or confused about their responsibilities. Upper management does little to fix this and adds to the confusion. Officers are often left with no clear direction and no communication on expectations or changes in policy.
