Sex/race based discrimination. Strongly conservative office culture. Pay never matches job responsibilities. Union unable or unwilling to help because they’re stretched thin. Arduously long pay/benefits contract negotiations. IT Department drama is off the charts. Teams are completely siloed off in practice, and some teams make changes that cause major problems without telling anyone. IT Department credibility is low among users. Lastly, no work from home for IT. Other departments have varying levels of WFH.

The current culture the elected leaders have created is driving high-producing, well-trained, highly motivated staff away. You can't tell staff to do more, not provide an appropriate budget, allow advisory boards to believe or conduct themselves as if they know best, ignoring the staff's technical knowledge, and expect to keep people.
