Starting pay is based on your last position and as a college student or intern, you are screwed. People constantly move to lower levels then move back to higher levels just to get pay increase. No locality pay or commuting benefits or parking for employees unless you are handicapped or executive. Location is in the heart of DC so traffic is horrible. Retention is bad because pay is better at any other agency. They promote who they want and the most qualified is likely to not get the position due to favoritism of another employee. This happens often at HQ.
