If a process on a contract reaches back to a corporate process their is zero appetite for change. There is zero culture of professional development. My contract has salaries well below market rate. Our contract was visited by a c-suite exec who spent half the time talking about how the company has so much debt, which is interesting for a company that has zero assets.

A bunch of people were laid off for budget. Everything is seniority based and even if an employee is bad they will not fire. Not much for advancement. Parts were at a standstill. Not sure if money stopped from the gov shutdown though.
