The political environment is tough and requires a thick skin. It has been a 'blame' environment. When something goes wrong, management looks for someone to blame. This has improved over the last ten years. I attribute the change to the change in top management. However, it still permeates the political climate and makes it difficult to work on projects. The best approach is to never discard your email and always ensure that your management is informed of every little thing you do. Always manage upwards.
Recent focus has been cutting costs and getting current employees to retire. Many were hired back as consultants.
