Shoestring budgets, culture of non accountability still lingers, minimal benefits, lack of consistent , standard performance evaulations, increasing workloads

Exrtremely high employee turnover. Every project manager was on their own to learn their responsibilities, with very minimal training. Professional employees were all treated like children with much criticism and very little positive reinforcement from management staff. No opportunity for advancement within program; most management transferred in from other locations.
