Federal movement for change is very slow and not many things advance. Hiring system is horrible.

The union and benefits package.

Cons

This place will get rid of anyone that figures out management is a problem (join the union). They will discriminate against anyone they don't like and will make up false statements. The fish stinks from the head down here with many complicit middle managers that nobody likes that are also very incompetent. This place has created a culture of fear and toxic environment with complicit individuals.

Usually the only problems are created by people hired in that don't have real experience. Like hiring an accountant to be a manager of a utility. No understanding of the work,
