Good benefits and general pleasant atmosphere (depending on what department you're working with) among staff. Fantastic for employees with families as time off and holidays are substantial.

Cons

Declining pay scale over the past decade compared to other business sectors in the city. Very poorly structured growth plans and advancement charts--no way to make a 'career' with the district as migration up a ladder is almost impossible.
