Good retention tool in placed but probably need to look at the development of employees

Employee ranking system severely discourages teamwork. A few too many middle managers who do nothing but push extra work on their reports to justify their bonuses and their unnecessary employment. Every couple years there is some restructuring that will result in targeted layoffs adding to the pressure to justify your employment. Hard to get time for technical training, so not a great place for more junior engineers.
