Cons:
No worker protection for minimum vacation. No buildup of vacation. If you put it off and got laid off, no time is given. If you left voluntarily after no vacation taken, no accrual of vacation is paid either. If your relationship is bad with your manager or there is no easy way to bring someone to cover for you, then there is no vacation. The benefit to staying with CSC was an increased vacation accrual over years of service. That is now gone. You are required to trust in the benevolence of CSC in the matter, which is hard to swallow. The vacation policy is a good idea, but I believe it was implemented as company cost-cutting as they lay off thousands of workers in the next year.
