Vacation accrues very slowly. The rate is pegged to the job title and calculated on the number of on-clock hours in a rolling window. So, if you use your vacation time, the rate of accrual is negatively effected and it's forever before you build back up. So they pretend to offer vacation time but in practice - not so much.
