It is a fairly standard benefits package. They like many other companies are trying to get more employees to sign up for HSA's while removing other types of health plans and adding new HSA options. I am generally not a fan of HSA's.

We received an employment offer. It was an exploding offer, invalid after 48 hours. The expiration was the middle of the night on a weekend. But what was really problematic was the insurance benefit - so take a long look at that if you get that far and run all the numbers. It was a very high deductible with no gap insurance. We knew there was a possibility that our family might be paying $10k out of pocket per year and the salary didn't make up for that self-pay.

Perfectly Average Benefits - ICF has all the benefits you want. They aren't the best and they aren't the worst. PTO is good and there is no vesting on the 401(k). The medical is a bit expensive though.

They have their own payment calendar not based on 52 weeks a year. So, you will get paid less money bimonthly but have more pay checks.
Matching...you give 5% they match 4%. No vesting. Vanguard.
Health care sucks. Either you have an old plan or have to with Kaiser HMO to save money...You will spend at least 150 per pay period for benefits.
No waiting period for benefits.
