Personally I would say that the best thing about the benefits package at ICF is the Paid Time Off (PTO). Not only do you get your PTO, but you get 2 floating holidays and 8 National Holidays. You can roll over your time (up to 80hrs a year). Also, you can put your time in your Reserve Bank if you plan on having a child or taking FMLA time.

Comprehensive package - some insurance like short term disability is automatically supplied at no cost. Deductibles are reasonable and they offer pet insurance.

The fact that you can telecommute and work flexible hours is great. The worst is that health insurance is costing more and that PTO rollover from y-2-y is only 80 hours. Also, professional development is based on manager's discretion and budget.
