It is available after initial time period(it has changed so check-I believe it is approximately 12 months in) and can be used untill soldier has earned a Masters degree. Their are additional service requirements for using this service. This benefit is in addition to the GI bill. The service has many other programs to to get degrees and is linked with each posts education center which has more information.
