The writing sample consisted of responding to one of several open ended questions, like "what do you think of the current state of environmental regulations", etc, etc. The accuracy of the response is irrelevant; mostly, they're looking to see if you can compose enough clear, grammatically correct english given a reasonable amount of time. Quality writing will definitely improve your standing of course, but the worst, worst thing you can do on the writing sample is either not finish or panic and start over (i.e., hand over 1 paragraph of text for an hour's worth of time), or hand in some stream-of-consciousness type gibberish. It will raise some serious red flags, and I have seen otherwise well-qualified candidates be eliminated over some terrible writing samples.
