In transition and has the potential to become a somewhat good institution. Many mid to lower level employees are extremely intelligent. Policy work, education and leadership.

Cons

Nepotism. They hire people without proven track records. As people leave new staff is not being hired, as a result staff is being given more and more work without being promoted or proper recognition. No management training. Non-existent HR. No work-life balance.
