Hard financial times seemed to always be the response for anything that involved purchasing or a pay raise. There's a very strict standard for any merit increase and that increase decreases every year. The only way around it is to quit and then re-apply for a better paying job internally. The same goes for any career advancement. Internal hiring is always favored but again the only way to move up in the organization is to quit and re-apply.
