A lot of ineffectual middle management. Annual review process is a joke - a lot of backstabbing to try to get a better review by putting other people down. Each group has to have at least one person that requires improvement and doesn't get an annual salary increase each year. In most cases you don't know who you can trust. People with ability are seen as easily replaceable / expendable - especially non-exempt employees. Silly/unintuitive processes and systems that don't work well or at all. Most management has no clue how things work or little to no real world technical ability. Many managers are egotistical know-it-alls who really don't understand the work needed to be done. Details are lost on management.
