*Very long hiring process *Favoritism, especially in recognition and promotion *Departments can be very centralized with not enough staff cohesion *Program coordinators are usually given more credence than clients or line staff *Can be too concerned over meeting benchmarks as opposed to employee and client satisfaction *Not enough cohesion between departments *Tendency to play the "blame game" when targets are not met, even if they are unrealistic
