No set salary increase schedule, lots of written "benefits" that never come to light (e.g. spoke to manager about getting tuition assistance for courses directly related to field and was told that the program was basically eradicated even though it is still written as a benefit),

Lots of instability due to quarterly restructuring. Poor mid-level managers who have been at Cisco for eons and are more concerned with managing up. Very passive aggressive culture. No annual review process -- if you're manager is weak, you will not be recognized for achievements. Layers of VPs who talk a good game but are poor on execution.
