Management can do no wrong. They cover for each other and hold past mistakes against you. They will quote the core values but not follow them. Bad communication and condescending. HR treats people like they are 5 years old. They will not hear your side but only take the side of management. Its subtle at first but it comes out of the woodwork. If you are critical to their decisions they hold a grudge. There is resistance to change here. Some departments heads let their engineers be lazy and produce sloppy documents. They think free lunches makes this the best place ever. No accountability for management-crap rolls downhill.

As with most companies, there are pockets of toxicity and lack of psychological safety. There is much more that needs to be done to improve the culture as far as Management support, Employee support and creating a culture of inclusive leadership.
