Pros

Got to see how a my tax dollars are being wasted. Talented junior and mid-level staff do their time and move on.

Cons

As jr. and mid-level talent leave, poor performers advance to sr. mgt. No sr. mgt turnover unless retirement.

Very good work human environment: respectful, enthusiastic, committed Work worldwide Work and staff in multiple sectors: health, education, social development, etc.

Cons

Field staff are "second class citizens" with no career tracks in the organization Management leadership is weak, uncoordinated, not strategic Systems are old fashioned and clunky: things work only because staff give 110%
