This is a place to serve. You need to really want to make a difference, and if you're lucky, you can.

Cons

FHWA is a technical agency, but they don't realize it. They are failing in producing and retaining leaders who are technically competent and able to bridge technical know-how and policy. Right now this agency is ALL policy and technical know how is often seen as a nuisance by upper management. Upper middle management are so focused on their own advancement they are almost never able to plan ahead
