A refuge for slackers

Pros

Flexible work schedules, good benefits, employment security, training opportunities and relatively good salaries compared with private sector.

Cons

Mediocre supervisors, micromanaging seems to be the prevalent management style. Promotions not based on talent and experience. You will have a better chance of promotion if you are a yes person to a micromanager. When things go wrong, employees take the heat for decision made by the micromanagers. No opportunities to grow unless you are willing to relocate. Bad behavior rewarded and good behavior punished. Managers delegate everything, even the administrative tasks they are supposed to perform. They don't do anything productive and sometimes they become obstacles rather than resources to doing a good job. Productivity is not a priority in the Eastern Federal Lands Division.This division is mostly seen as a school for future FHWA Federal Aid Engineers rather than a project delivery organization. Lack of challenging design projects, if you want to gain experience in complex projects, this is definitively not the place, unless you want to become a micromanaging mediocre government employee slacker.

Pros

FHWA offers many opportunities for professional development and are making a sustained attempt to nurture their workforce for long term service. There are opportunities for details in other offices, webinars, trainings, and learning opportunities.

Cons

Processes are arduous and complicated. Onboarding consists of no fewer than 27 (literally) forms, many of which are in hard copy. Doing just about anything requires several steps, though they recognize this and are trying to improve their processes.
