Most of the promotion only goes to those that only knows how to talk but doesn't know how or bad in their work. Management keep yoyo-ing their decisions, cannot make up their minds and they know almost nothing about the work that the ground people are doing and the difficulty face, yet still want to pass instructions to implement some changes which cause the situations even worse. Some teams just implement the change without thinking and perform any impact analysis, this causes issues to other teams.
