- Pay could be more competitive for skills needed, but pay is still good for the area I am in (Indianapolis)

While they seem to be trying to improve, to survive this culture you have to try and accept people spend a lot of time looking for someone else to blame and slandering people/teams when they aren't around to defend themselves. New people struggle with this which is why in 12 months I saw 5 people resign from a relatively small team (10-15).
