There can be challenges getting approval or "getting things done" in this organization, as in many other roles in higher education because of the many layers of management and approvers.

Undergrad and grad students are in most of the positions, since they have few job prospects many stay long after graduating. Since they are never trained well, and little incentive the quality of work is poor and improves little over time. Working behind the scenes you see plenty of corruption meanwhile charging exorbitant fees to students who are unaware of how poor quality of education they are receiving.
