HII is buying service companies to create cash to support shipbuilding where ship/sub payments are on build achievement milestones which can be several months apart. As such, they suppress salary growth. They deal with unions are essentially the only game in town. Most gov service contract are cost plus, so salary increases do not affect bottom line and most cases increase bottom line revenue. We cannot hire because we are so low salaried and we always have openings.
