The CEO will only keep people around who never tell him "no". No one in upper management will speak up on behalf of their employees, leaving them in a constant state of never knowing what's going on or whether they'll even have jobs. Resources are misused by the whims of managers. There is no opportunity for growth without kissing up to (and backstabbing) the right people. The pay is pathetic compared to other organizations (even though managers are paid plenty, often twice as much). Culture on the entry-level is good, but toxic everywhere above and it trickles down. They won't hire people in the communities they serve.

Literally everything else as someone else mentioned. If you value your mental health and work life balance, I would take any other job. The CEO is toxic. HR is a nightmare. The most non trauma informed place. Their shelter? A time bomb and living disaster.
