Very rigid policies in business development leaves NetApp unable to move quickly, especially in vibrant Asia-Pacific countries increasingly tech-savvy and with lucrative public sector opportunities. NetApp prefers decentralization and delegation to detriment of capitalizing when deals emerge and need to be seized quickly. Senior leadership "not ready for prime time" when it comes not only to seizing immediate opportunities but also to long-term sales prospects.
