      Management by politics. There is no such thing as a business problem, only a political torpedo to fire from one department to another because of top management's habit of destroying managers who take responsibility before they have an opportunity to correct it. There is an atmosphere of sweeping things under the rug instead of confronting them, and well-intentioned and motivated individuals get sidelined, persecuted and fired, or they leave out of frustration.
