Could be a limitation of the printing industry -- there's just not much progression of a job into a better position.

Really under staffed and sales does their job "too well" leaving huge workloads with tight turnaround times. Machinery is outdated and starting to show thier miles. Use shady staffing agency that sends criminals and drug addicts and expects regulars to turn them into career machine operators. Some members of management lack experience in the industry and/or departments they lead.
