It seems employees are a line item expense to management. New position/title/duties never comes with matching compensation, and it seems management does not value (or care about) talent. The political climate is insane, every group has turf and an agenda, and usually you have to wheel and deal to placate ego and turf boundaries. Benefits have been slowly reduced (401k match and time off). Getting a substantial raise to match a new title or duties is impossible, many have left for a period of time only to return later.

Constantly changing organization structure. In one year they changed my manager 4 times. It was almost impossible to build a relationship, learn the working habits of your manager in such an environment. And I was not the only one. Every few weeks I would hear "an organization wide restructuring is coming." This was a clear indication of senior management's incompetence in building a growing a structure that works. To get promoted you have to know the right people. If a decision maker does not like you forget it. Very political environment. The culture and environment is to find someone to blame when something wrong happens.
