Extremely, extremely toxic culture. I would go so far as to say it is a culture that protects and promotes bullies. The way that people talk to each other in meetings will blow you away. It is not unusual for people to sneer, scoff, roll their eyes, or pointedly take out laptops during presentations. And this is at the VP level too. Even when the vitriol is not turned your way, it is difficult to watch other people shrink and try to recover, shrink and try to recover, day after day. Two common catch phrases: "We need one neck to choke" and (about leadership) "They will see the light or feel the fire." There is very low confidence in leadership or processes. Directors and program leaders regularly assign resources to projects that have not gone through the proper channels. There is constant gossip about unapproved projects and programs, and who knows about what. This results in very high reassignment of FTEs and very high turnover of contingent workers, huge loss of knowledge and expertise. As a PM, you can imagine how that impacts your outcomes.

Very difficult to change their business model. Piling up technical debt.
