My situation was that I had responsibility without authority. This only worked when the people were cooperative. When cooperation went out the window, it became impossible to function.

Approach isn't to pay top in market so the pay is mediocre and not performance based; newly structured benefits are much more costly than in the past (much like all other organizations); culture supports the do more with less mentality without much regard for work life balance
