      In the fall of USAID, Tetra Tech kept many US-based staff on reduced pay, while competitors had to resort to immediate furloughs and layoffs.

      Cons

      Management of the units delivering the bulk of the company’s work with USAID seemed to check out once it became clear that these units would need to be merged with others.
