Command and supervisors take an active interest in their workers' well-being and professional development. Close relationships with coworkers, not the kind of place where people just come to work and not talk. Best practices and other good ideas are freely exchanged.
Cons
Getting in the door is tough. Raises are under the control of the federal government, not command or the agency leadership.
